About this opportunity
The City of Beaumont, California is requesting proposals for on-call officiating services to support City-sponsored youth and adult sports leagues, tournaments, clinics, and special events under RFP 26-19, with proposals due October 16, 2026 at 11:00 a.m. and questions due September 29, 2026 at 11:00 a.m.
The scope requires the contractor to recruit, compensate, schedule, assign, supervise, and manage officials across multiple sports including volleyball, basketball, soccer, flag football, softball, and futsal in youth and adult divisions. Officials must meet applicable certifications; arrive at least 15 minutes before scheduled game times; and comply with professional conduct standards. The contractor must conduct criminal background checks for all officials assigned to youth programs and provide incident reporting within 24 hours. Services are provided on an as-needed basis with no guaranteed minimum number of games, assignments, hours, or compensation.
The initial contract term is three years with two optional one-year renewal extensions at the City's sole discretion. Contractors must submit separate proposal and cost-proposal documents through the PlanetBids portal, including detailed fee schedules identifying all rates, fees, and charges for services, tournaments, special events, scorekeeping, cancellations, and emergency assignments. Insurance requirements include general liability of at least $2 million per occurrence, state-required workers' compensation coverage, and $1 million vehicle coverage naming the City as additional insured.
Proposals will be evaluated on understanding of scope (20 points), related officiating experience and references (30 points), qualifications and staffing capacity (30 points), and cost effectiveness (20 points). Interviews, if required, are scheduled for October 26–29, 2026, with an anticipated award date of November 17, 2026.
