About this opportunity

The City of Beaumont, California is requesting proposals for Fourth of July Fireworks Display Services under RFP 26-18, with proposals due September 28, 2026 at 11:00 a.m. and interviews tentatively scheduled for October 13–15, 2026. Contractors must hold a valid California State Fire Marshal Public Display Operator License and demonstrate a minimum of five years of experience producing municipal fireworks displays with at least five comparable completed projects within the past five years — the core eligibility filters.

The scope is a professionally choreographed, electronically fired, music-synchronized aerial fireworks display for the City's annual Fourth of July Celebration at Beaumont Sports Park, anticipated to draw 8,000 to 12,000 spectators. The display must run a minimum of nineteen continuous minutes, utilize aerial shells up to six inches in diameter, emphasize medium- and high-altitude effects for visibility, include a dramatic grand finale lasting no less than sixty seconds, and synchronize fully to a City-approved musical soundtrack. The contractor provides all equipment, materials, permits, licensing, insurance, computerized firing systems, soundtrack synchronization equipment, setup, operations, cleanup, and disposal. Required insurance includes general liability of at least $2 million per occurrence, workers' compensation as required by the state, and $1 million vehicle coverage naming the City as additional insured.

The initial contract term is three years with options to renew for up to two additional one-year terms (maximum five years), contingent on satisfactory performance and annual appropriation. Cost proposals must be submitted separately in sealed envelopes and include lump-sum cost for the complete turnkey display, annual pricing for optional renewal years, pricing for weather or emergency postponements, and pricing for cancellation after mobilization if applicable.

Evaluation weighs proposed show design, creativity, and choreography at 35 points; related experience and previous projects at 25 points; project team, safety record, and operational approach at 10 points; cost and cost effectiveness at 20 points; and references at 10 points (100 total). Questions are due September 11, 2026 at 11:00 a.m. The anticipated award date is November 3, 2026. Submissions and questions are managed through the City's Planet Bids portal at https://vendors.planetbids.com/portal/66785/bo/bo-detail/145486; contact Purchasing Manager Barbara Mason at bmason@beaumontca.gov or 951.769.8520.
