About this opportunity

The State of Alaska Department of Corrections, Division of Health and Rehabilitation Services is soliciting proposals for statewide behavioral health services to individuals in custody across thirteen facilities, with a proposal deadline of October 28, 2026 at 2:00 PM Alaska Standard Time and a question deadline of October 9, 2026. The department anticipates awarding a minimum of two and up to four separate contracts contingent upon receipt of sufficient responsive proposals. Vendor registration with Procurement Specialist Allan Oyao (allan.oyao@alaska.gov; 907-269-5910) is mandatory; failure to register may result in proposal rejection.

The scope requires approximately 21 full-time Mental Health Clinicians (MHCs) working 7.5 to 8 hours daily, distributed across all thirteen facilities. MHCs must be licensed or license-eligible behavioral health professionals with a minimum of five years providing behavioral health staffing services in a correctional setting and demonstrated experience in correctional settings, though correctional experience is preferred rather than mandatory. All MHCs must meet qualifications equivalent to MHC II level. Contract managers and their credentials must be submitted with proposals; clinician resumes are due after award. Offerors must disclose any history of non-performance or default with state or government agencies in the past three years. The department arranges and pays for travel and lodging for assignments to as-needed facilities (Anvil Mountain, Ketchikan, Spring Creek, and Yukon-Kuskokwim Correctional Centers).

The contract is firm fixed-price with facility-specific hourly rates negotiated following award. The department will not disclose the budget. The contract term runs January 1, 2027 through June 30, 2027 with three optional one-year renewals through June 30, 2030 at the state's sole discretion, contingent upon legislative appropriation. Professional liability insurance with minimum limits ranging from $300,000 to $1,000,000 depending on contract amount, plus workers' compensation, general liability, and automobile liability are required. All personnel undergo state-conducted background investigations and security clearance at no cost to the contractor.

Proposals are evaluated on a 1,000-point scale: experience and qualifications (250 points), understanding of project (150 points), methodology (50 points), management plan (50 points), cost (400 points), and Alaska Offeror Preference (100 points). This is a new contract with no incumbent. Technical and cost proposals must be submitted as separate PDFs via email.

Amendment #2 Please see attached amendment below for Q & A's. ******************************************************************************************************* Amendment #1 Please see attached amendment below for proposal due date change. *************************************************************************************************************** The Department of Corrections, Division of Health and Rehabilitation Services (department), is statutorily responsible for providing behavioral health services to individuals in custody. Due to continued staffing shortages, and in order to provide constitutionally mandated services, the department is soliciting proposals to provide in-person and limited telehealth behavioral health services to individuals in custody statewide at all thirteen (13) department locations. The department seeks to maintain sufficient contract sources to meet ongoing statewide needs; therefore, this RFP allows for multiple awards. It is anticipated that at minimum two (2) and up to four (4) separate contracts may be awarded, contingent upon the receipt of a sufficient number of responsive proposals. Email Address: allan.oyao@alaska.gov If you download the attached file/s and intend to submit a bid, you must contact Mr. Oyao to register with him to receive subsequent amendments and so you can be added to the vendor list. Individuals with disabilities who need auxiliary aids or services in order to participate in this procurement should contact Allan Oyao.
