About this opportunity

The Richmond Behavioral Health Authority (RBHA), a public body within the Commonwealth of Virginia, is requesting proposals for content creator services for the Be Well Campaign, a regional suicide prevention initiative, with sealed proposals due August 6, 2026 at 2:00 p.m. EST.

The scope encompasses content development and management — including research and creation of digital and print media with a minimum of three posts per week on digital platforms, monthly newsletters, and print materials as needed — plus campaigns and community engagement activities such as planning and coordinating awareness campaigns and webinars, and social media and digital strategy management for Facebook and Instagram accounts. Monthly reporting on social media metrics, newsletter engagement, and campaign performance is required. The campaign focuses on suicide prevention, problem gaming, and gambling awareness and serves Virginia's Region 4, with work performed at various locations in Richmond City and Roanoke City.

Contractors must hold a Master of Public Health degree and Health Educator Specialist certification, demonstrate five or more consecutive years of experience creating digital and print content for public health or nonprofit organizations, and provide a portfolio of creative work and references from three previous clients in relevant fields. Vendors must register and remain active in eVA, and maintain Commercial General Liability ($1 million per occurrence, $2 million aggregate), Workers' Compensation, Employer's Liability ($100,000), Data Breach and Cyber Liability ($10,000 per occurrence minimum), and Professional Errors and Omissions/Media Liability Insurance ($1 million per occurrence and aggregate).

The initial contract term is twelve months from award with four one-year renewal options available at RBHA's sole discretion. Evaluation criteria weight qualifications and experience (30 points), technical approach (30 points), references (20 points), examples or case studies (15 points), and overall proposal quality (5 points). RBHA reserves the right to make multiple awards and will negotiate pricing with the highest-ranked offeror(s) deemed fair and reasonable. Written inquiries are due July 16, 2026 at 12:00 p.m. EST. Proposals must be submitted electronically via eVA or as hard copies (one original and three copies).
