About this opportunity
The Lowell Housing Authority is requesting proposals for NSPIRE inspection services under RFP 2026-5A, with offers due September 28, 2026. The RFP document and mandatory HUD compliance attachments are available for download at www.lhma.org/bids.
Sealed proposals must be addressed to the Lowell Housing Authority, Department of Finance and Procurement, 350 Moody Street, Lowell, Massachusetts 01854, with the solicitation number clearly identified on the envelope. Late submissions are not considered unless sent by registered or certified mail no later than the fifth calendar day before the deadline, or via Express Mail Next Day Service by 5:00 p.m. two working days prior to the deadline, absent mishandling by the Authority.
Award will be made to the responsible offeror whose conforming offer is most advantageous to the Housing Authority when cost and other specified factors are considered. Prospective contractors must demonstrate adequate financial resources, satisfactory performance history, satisfactory integrity and business ethics, and compliance with Equal Employment Opportunity requirements. Offerors must not be suspended, debarred, or otherwise ineligible for federal contracts. The Housing Authority may request additional documentation regarding contractor responsibility before an offer is considered for award; failure to provide such information may render an offeror ineligible.
Proposals may be withdrawn in writing, by telegram, or by facsimile at any time before award. The Housing Authority reserves the right to reject any or all offers, accept other than the lowest offer, waive informalities, and award multiple contracts. A written award mailed or furnished to the successful offeror within the specified acceptance time creates a binding contract. Protests must be submitted in writing to the Housing Authority at the address listed on the solicitation cover, with the Housing Authority's determination being final unless appealed.
All contracts are subject to mandatory HUD compliance clauses under 24 CFR 85.36(i) and the Resource Conservation and Recovery Act, including audit rights retained by the Housing Authority and HUD for three years after final payment, exclusive PHA ownership of work product, energy efficiency standards compliance, and recovered materials procurement requirements for purchases exceeding $10,000 annually.
