About this opportunity

Fairfax County, Virginia, through its Department of Procurement & Material Management on behalf of Fairfax County Retirement Systems, is requesting proposals for consulting services to develop business and technical requirements for a replacement Pension Administration System and to support procurement and implementation, with proposals due September 18, 2026 at 3:00 p.m. EDT under RFP 2000004365.

Offerors must demonstrate experience in public-sector pension systems, enterprise system or ERP replacements, and public retirement administration through three collective references. Personnel may be independent consultants or subcontractors if identified and qualified; all personnel must be based in the United States but need not be U.S. citizens. The replacement PAS must be cloud-based or SaaS-deployed and integrate with existing systems including SAP/FOCUS for payroll and HR and Laserfiche for document retention. Compliance with Fairfax County Project Proposal Matrix for Meeting Information Technology Security Policy Requirements (Attachment B) is mandatory, addressing enterprise architecture, cloud, cybersecurity, and records-management standards.

The scope spans four required phases — Operational Needs Assessment, RFP Development Services, Procurement Services, and optional Phase Five Implementation Support — with cumulative milestone deadlines of six, ten, and twelve months after contract award, respectively. An onsite kickoff meeting and four mandatory quarterly onsite status updates are required; additional onsite visits for project execution are permitted without limitation. Implementation Support is anticipated to require at least two years.

Pricing must include separate firm-fixed prices for Phases One through Four; Phase Five may use labor rates with estimated hours. Professional liability insurance of $1,000,000 per claim covering all professional personnel is required. The full RFP details, including evaluation criteria and detailed technical specifications, are accessible through the Fairfax County procurement portal at https://www.fairfaxcounty.gov/solicitation/ via registration on the Bonfire Interactive platform at https://fairfaxcounty.bonfirehub.com. Addendum 1, posted August 31, 2026, addresses 75 bidder questions and revises the proposal due date.
