About this opportunity
The City of Oakland, Department of Transportation (OakDOT), Major Projects Division is requesting proposals for construction management support services for the MLK Jr. Way Streetscape Project under RFP 1008516, with proposals due August 13, 2026 at 2:00 p.m. The 50% Local and Small Local Business Enterprise (L/SLBE) Program applies; proposers must demonstrate compliance, with preference points available for additional L/SLBE participation and Oakland resident workforce composition.
The scope encompasses full-time construction management oversight during the estimated construction duration. The CMSS Consultant (Prime) must provide a California-licensed Professional Civil Engineer to serve as Resident Engineer and assume overall responsibility for monitoring and coordinating the team. Sub-consultants for special inspection, material testing, and environmental monitoring will be contracted and coordinated by the Prime on an as-needed basis. The underlying project includes a raised two-way cycle track, curb ramps, bulb-outs, high-visibility crosswalks, pedestrian lighting, street trees, fiber optic cable for OAK WiFi expansion, new traffic signal infrastructure with protected left turns and bike signals, and pavement reconstruction or slurry seal treatment along Martin Luther King Jr. Way between 2nd and 14th Streets.
The contract term is three years with no renewal options. Cost proposals must include itemized hourly rates for all staff positions; all rates are all-inclusive and subject to no increases during the three-year term, though subsequent amendments may permit adjustments consistent with the City's Living Wage Ordinance. Reimbursable expenses are subject to a maximum 10% markup and prior City approval. An optional separate proposal for Project Control System software may be submitted with itemized pricing for licenses, implementation, annual support, training, and data conversion.
Evaluation is weighted on firm experience and qualifications (15 points), project team organization (25 points), key personnel profiles (20 points), overall approach and project management (35 points), and client references (5 points), plus up to 12.5 points for L/SLBE compliance. The City reserves the right to conduct interviews of short-listed firms, weighted at 60% of scoring versus 40% for written proposals. A voluntary pre-proposal meeting is scheduled for July 28, 2026 at 10:00 a.m. via Microsoft Teams. Questions are due August 4, 2026 at 2:00 p.m.
