About this opportunity

The City of Oakland, Department of Transportation (OakDOT), Major Projects Division is requesting proposals for construction management support services (CMSS) for the Broadway Streetscape Project, with proposals due August 27, 2026.

The CMSS Consultant Team, led by a Prime Consultant, must provide full-time on-site support during the estimated construction duration. A California licensed Professional Civil Engineer must serve as Resident Engineer, assuming overall responsibility for monitoring, coordinating, and overseeing the team's performance. The scope encompasses special inspection, material testing, and environmental monitoring services. Selected sub-consultants performing specialty services will be contracted and coordinated by the CMSS Consultant on an as-needed basis.

The project involves streetscape improvements along Broadway including permeable porous pavement systems, curb and gutter installations, tree planting, and hardscape materials with detailed specifications for aggregate base, surface finishes, concrete work, landscape species, and stormwater management integration. Addendum 3, issued April 24, 2026, modified the bid documents through revision of flexible porous pavement and salvaged brick standards, clarification of demolition scope, and revision of the bid schedule including deletion of items 56 and 63 and addition of item 471 (Abandon Culvert). The associated Questions and Answers document confirmed that one traffic lane on Broadway must remain open at all times unless temporary full closure is approved by the City; that bidders are responsible for BART and PG&E inspector fees as incidental costs; and that Class 2 Aggregate Base is required under all minor concrete items. Addendum 2, issued prior to the initial April 30, 2026 bid deadline, extended the submission window to allow response to prior addendum changes. No contract value, contract term, incumbent contractor, or evaluation criteria are identified in the available source material.
