About this opportunity

The California State Teachers' Retirement System (CalSTRS) issued Request for Offer (RFO) 5000003403 to procure up to three (3) experienced Project Managers with extensive Information Technology project management expertise. This procurement seeks personnel capable of managing complex IT systems and implementation projects, including custom-built systems, commercial off-the-shelf (COTS), modified off-the-shelf (MOTS), and anything as a service (XaaS) products, as well as infrastructure and operational-based projects. Respondents must submit between one and two proposed project personnel and must hold a current Information Technology California Multiple Award Schedule (CMAS) agreement with the Department of General Services to be eligible. The work will be performed on-site at CalSTRS headquarters in West Sacramento, California, with a hybrid model requiring on-site presence 2–3 days per week during CalSTRS business hours, with an estimated average of 160 work hours per month. The estimated work start date is April 2026, with an initial services period of up to twenty-four (24) months and an option to extend an additional thirty-six (36) months. Proposed project personnel must meet nine minimum technical qualifications, including at least ten years of project management experience with seven years as sole or lead project manager, five years managing technology software/application projects following formal system development life cycle methodology, five years as sole project manager for COTS/MOTS/XaaS products, five years managing infrastructure projects, five years in state and local government, and five years each with Microsoft Project, Excel, Visio, analytical tools, issue and risk management, and multi-stakeholder coordination. The evaluation process occurs in five phases: Phase 1 assesses prequalification through minimum administrative and technical qualifications (pass/fail); Phase 2 evaluates technical qualifications (70 points); Phase 3 compares costs (30 points); Phase 4 may include optional interviews and reference checks; and Phase 5 involves cost negotiations with the highest-scoring responsive respondent(s). The offer due date is February 13, 2026, by 2:00 p.m. Pacific Time.

Respondents must currently hold a CMAS contract with the Department of General Services, which restricts eligibility to vendors with existing agreements under this schedule. Pricing is structured on an hourly basis as specified in each respondent's current Information Technology CMAS agreement, and no specific budget range or award value is provided in the procurement documentation. Desirable qualifications include experience with organizational change management, Agile delivery methodologies, proprietary project management methodologies, project portfolio management tools, Project Management Professional (PMP) certification, and a bachelor's degree in a related field. The procurement documentation does not identify any incumbent vendors or current contractors, nor does it reference specific existing infrastructure or technology platforms that would require integration. No set-aside designations for disadvantaged enterprises or other special categories of vendors are mentioned in the available procurement materials.
