About this opportunity
The Texas Facilities Commission is issuing RFI #26-0001, an integrated building maintenance and services information-gathering exercise, with responses due July 22, 2026 at 3:00 p.m. Central Time. This is an RFI only, not a binding solicitation; respondents will not gain preference or disadvantage in future formal procurements by participating.
TFC manages over 14 million square feet of state-owned properties and is benchmarking private sector practices for five facilities: the Barbara Jordan Building, George H.W. Bush Building, Parking Garage T, North Congress Building, and Lavaca Building—all recently constructed or in-construction. The scope encompasses integrated building maintenance (HVAC, electrical, plumbing, fire controls, building automation, life safety systems) and building services (custodial, pest control, waste management, recycling, grounds maintenance). TFC currently uses Archibus as its work order management system and reports quarterly to the legislature on cost per square foot for custodial services and work order responsiveness.
TFC seeks detailed information across thirteen sections: company background, scope of services, preventive maintenance approaches, custodial and pest control standards, staffing models, work order management systems, quality assurance measures, pricing structures, and risk management. The agency specifically requests respondent recommendations on optimal contract structure, common pitfalls in integrated facility service delivery, appropriate service delivery models, and cost thresholds for distinguishing routine maintenance from capital work.
No budget information or detailed technical proposals are requested. All responses are subject to disclosure under the Texas Public Information Act. TFC may contact respondents for follow-up meetings to clarify information.
