About this opportunity
San Diego County Regional Cal-ID is issuing a Request for Information on Automated Biometric Identification Systems (ABIS) and Mobile Fingerprint Capture (MobileID) solutions, with responses due October 16, 2026 at 5:00 P.M. PST. This RFI carries no contractual obligation and does not commit the County to issue a future solicitation.
Vendors may respond to ABIS solutions alone, MobileID solutions alone, or both. Responses must demonstrate compliance with FBI Criminal Justice Information Systems (CJIS) Security Policies, Electronic Biometric Transmission Specifications (EBTS), and ANSI/NIST-ITL 1-2011/2015 standards. Solutions must deliver 24x7x365 availability with active-passive or active-active disaster recovery redundancy, granular access controls with multi-factor authentication, and cryptographically secure auditing.
The modernization scope encompasses core biometric backend architecture, custodial and field operations, and interoperability infrastructure connecting to Records Management Systems, Jail Information Management System, California Department of Justice, and FBI Next Generation Identification. Solutions must address advanced modalities including tenprint, palmprint, latent prints, 2-finger matching, facial recognition, and iris capture; artificial intelligence and machine learning integration; data migration for multi-million record databases with zero downtime; professional services for implementation and maintenance; and multi-vendor cybersecurity governance.
The current environment includes Thales CABIS 6 for matching, Thales MobileID devices, Idemia local livescans, and DataWorks Plus mugshot components. Vendor questions are due September 30, 2026 at 5:00 P.M. PST; San Diego Sheriff's Office will respond by October 9, 2026 at 5:00 P.M. PST. Electronic submissions via Buynet portal should be directed to Jack Leedham, Procurement Contracting Specialist. Responses are subject to California Public Records Act disclosure unless clearly marked confidential.
