About this opportunity

The State of Alaska Department of Administration, Division of Motor Vehicles, is requesting information on services to support modernization of its driver records and credentialing systems under RFI 02-103-27, with responses due September 18, 2026, at 2:00 p.m. Alaska Time. This is an information-gathering exercise; the RFI does not guarantee future work, extend procurement rights, or obligate the State to conduct a solicitation or award a contract.

The RFI addresses two independent scopes of work, each requiring separate and complete responses. Scope 1 covers State-to-State Driver History Record (DHR) Implementation; Scope 2 addresses a Representational State Transfer (REST) Upgrade for the SPEXS Application. Both scopes involve migration from legacy UNI-based messaging and AMIE formats to AAMVA RESTful Web Services while maintaining Alaska License and Vehicle Information Network (ALVIN) as the system of record.

Vendors must address specific technical capabilities: DHR readiness and testing; data visibility policy operationalization; SPEXS and AAMVA reporting utilization; UNI-to-REST migration and AMIE format replacement; integration with existing DMV applications; security and authentication measures; high availability and failover strategies; and scalability for future AAMVA program changes. Responses must also include company experience, documented examples of similar state DMV and AAMVA integration projects, and experience with RESTful migration from UNI environments. Vendors should provide relevant architecture and technology stacks, general UNI-to-RESTful migration approaches, AAMVA testing and certification experience, typical project timelines, identified risks and challenges, benchmark costs for comparable projects, licensing or subscription models, and available maintenance and support services.

Responses must be submitted in both Word and PDF formats to doa.oppm.procurement@alaska.gov. All costs associated with responding are the responsibility of the interested party. Questions should be directed in writing to Lisa Trombi, Department Procurement Manager, at the same email address.
