About this opportunity
The County of San Diego is requesting bids for Job Order Contract (JOC) 380 covering C-20 mechanical contractor services, with bids due August 25, 2026 at 2:00 p.m. Bidders must hold an active California State C-20 Mechanical Contractor's License at time of submission and be registered with the Department of Industrial Relations. This is the central eligibility requirement.
The contract is an indefinite-quantity, firm fixed-price vehicle for repair, remodeling, alteration, modernization, maintenance, and rehabilitation services on County buildings and structures throughout San Diego County. Work is performed during normal working hours (6:00 a.m. to 6:00 p.m., Monday through Friday, excluding County holidays) and other than normal working hours (6:00 p.m. to 6:00 a.m., Monday through Friday, and all Saturdays, Sundays, and County holidays). Unit pricing is drawn from the SimplebidTM Unit Price Book organized under MasterFormat classifications covering general requirements, concrete, masonry, metals, wood, thermal and moisture protection, openings, finishes, specialties, and equipment.
The contract has a maximum statutory value of $5 million adjusted for Consumer Price Index as of January 1, 2015, and runs for one year or until expenditure of the maximum value, whichever occurs first. Bidders submit two adjustment factors (one for normal hours, one for other-than-normal hours) applied against unit prices; award is made to the lowest responsive, responsible offeror based on a Composite Adjustment Factor weighted 80 percent normal working hours plus 20 percent other-than-normal working hours.
Bid security of $500,000 (10 percent of maximum contract value) is required, along with a performance bond equal to 100 percent of total contract price upon award. A pre-bid conference is scheduled for August 3, 2026 at 10:00 a.m. via Microsoft Teams. Written questions are due August 10, 2026 at 5:00 p.m. The apparent low bidder must report to the County Operations Center within one hour of award notification and submit a management plan within ten business days.
