About this opportunity
The County of San Diego, Department of General Services, is requesting bids on as-needed water-based fire protection systems maintenance and repair services under RFB 13338, with sealed bids due September 10, 2026 at 11:00 a.m. The County offers a 15% price preference to Small-Local Businesses as defined in Board Policy B-53, with an adjustment not to exceed $150,000.
Scope includes inspection, testing, cleaning, maintenance, repair, installation, and replacement of water-based fire protection systems across County facilities including administration centers, sheriff detention facilities, libraries, parks, airports, and health services facilities throughout San Diego County. Services must be provided during regular business hours (Monday through Friday, 6:00 a.m. to 6:00 p.m.) with 24-hour emergency response capabilities. Personnel must obtain background clearances, County-issued identification badges, and training in NFPA 25 standards and other applicable fire protection codes.
The initial contract term is one year with four optional one-year extension periods. Estimated quantities for the initial term are 3,000 regular time hours, 750 overtime hours, 350 holiday/Sunday hours, and 350 urgent call hours; the same allocation repeats for each optional year. Contractors must maintain an active California State License Board Classification C-16 Fire Protection Contractor License and current registration with the State Department of Industrial Relations throughout the contract term.
Offerors must respond to all bid items to be considered for award. The County will evaluate bids using a pre-award survey process to determine responsiveness and responsibility. Award will be made to the lowest responsive bid from a responsible bidder, with evaluation based on total bid price. Pricing must include fully burdened labor rates encompassing wages, benefits, supervision, administration, transportation, and incidentals, broken down by four hourly categories. Questions are due August 27, 2026 prior to 5:00 p.m. A virtual public bid opening will follow submission of bids.
