About this opportunity

The County of San Diego, Department of Public Works is requesting bids for as-needed trash disposal services across two operational divisions, with sealed bids due October 12, 2026 at 11:00 a.m. and a pre-bid conference scheduled for September 25, 2026 at 11:00 a.m. via Microsoft Teams. Although the Small-Local Business preference does not apply due to federal funding, contractors are encouraged to complete the Small-Local Business Self-Certification form for data collection purposes.

Two separate contracts will be awarded—one for each division. Division I serves Spring Valley headquarters and four additional sites in Alpine, Campo, Julian, and Lakeside. Division II serves San Marcos headquarters and three additional sites in Bonsall, Ramona, and Valley Center. Services include pickup and drop-off of 25 and 40 cubic yard bins, end-dump truck services with drivers, and equipment maintenance as requested. Waste streams encompass roadside refuse, street sweepings, green waste, burn ash, and channel/dredging debris.

The initial contract term extends one year from execution through June 30, 2027, with four optional one-year renewal periods available through June 30, 2031, for a potential maximum term of five years. The County may also extend the contract for incremental periods of one to six months. Pricing shall be submitted as unit prices for bin services and end-dump truck services, inclusive of all fuel surcharges, tipping fees, dumping charges, and franchise fees. Pricing is fixed for the contract term with no adjustments permitted except as explicitly stated in the agreement.

Award will be made to the lowest responsive bid from a responsible bidder based on lot or individual items at the County's discretion. Service requests will be placed on an as-needed basis with contractor acknowledgment required within one business day and service performance within two business days. Contractors must maintain valid licenses, permits, and compliance with all state and federal solid waste regulations, including California Regional Water Quality Control Board requirements. Contractors must maintain a clean fleet with at least 50 percent of regular County service route-days performed using alternative-fuel, renewable-fuel, hybrid, near-zero-emission, or zero-emission vehicles by the end of the first contract year, increasing by 10 percentage points annually thereafter. Questions are due September 28, 2026 at 5:00 p.m.
