About this opportunity
The Commonwealth of Kentucky, Division of Abandoned Mine Lands, is requesting bids for mine-stabilization construction at a Pike County site, with bids due October 27, 2026 at 9:30 a.m. Eastern Time and a mandatory site visit on October 14, 2026 at 10:30 a.m. Eastern Time.
The scope encompasses stabilization work on an approximately 3.8-acre site with 2 acres of expected disturbance, plus a 1.7-acre offsite waste area with 1.1 acres of expected disturbance. Work includes removing unstable material, installing two 10-foot high reinforced concrete walls to protect residential structures, constructing a rock toe buttress, and implementing three portal closures using both wildlife and non-wildlife closure methods. The project also requires comprehensive drainage infrastructure including subdrains, culverts, drop boxes, headwalls, ditches, and swale ditches.
Bidders must register in the Vendor Self Service (VSS) system prior to submission, allowing 24 to 48 hours for registration completion. All bids must be submitted exclusively through the Commonwealth's eProcurement system; postal and hand-delivered bids will not be accepted. Bidders must enter $0.00 for the contract amount in the e-procurement system, with the actual bid amount submitted on the Official Bid Document as a PDF attachment combined with any required Bid Bond. All project information, specifications, and drawings are available at no cost through the Kentucky Plan Room at https://www.stateofkyplanroom.com. Contractors obtaining plans from other sources will not be registered as planholders and will not receive addenda.
The site visit is mandatory at 3830 Abner Mountain Road, Pike County. A public bid reading will occur via conference call on the bid opening date at 11:00 a.m. Eastern Time. Michael Kearney, Division of Abandoned Mine Lands, is the project contact; Susan Ward, Division of Contract Administration, is the purchasing agent.
