About this opportunity
The Commonwealth of Kentucky Division of Abandoned Mine Lands is requesting bids on construction services for site reclamation and underground coal seam fire mitigation in Pike County, with bids due September 23, 2026 at 9:30 a.m. Eastern Time, a mandatory site visit on September 10, and a revised bid schedule issued September 14 (Addendum Two) that supersedes prior versions.
The project scope includes access road construction and improvement, drilling 22 boreholes at designated locations to specified depths with 8-inch diameter surface casing to 10 feet (corrected in Addendum One), installation of steel casing, application of flowable fill and phenolic foam to extinguish an underground coal seam fire, excavation and quenching of a burning refuse gob pile, site mobilization, utility relocation, traffic control, erosion and sediment control, equipment operations, post-closure reclamation activities (seedbed preparation, limestone application, fertilizer, seed, mulch, cover crop installation), and portal closure construction. The revised bid schedule (dated September 14, 2026) contains 25 line items with unit prices and allowable price limits; bids with unit prices outside the allowable range may be flagged as unbalanced and require written justification.
Bids must be submitted exclusively through the Commonwealth's eProcurement system as a single PDF combining the Official Bid Document and any required Bid Bond; postal, courier, and hand-delivered submissions will not be accepted. Bidders must register in the Vendor Self Service System at https://vss.ky.gov at least 24–48 hours before submission. All plans, specifications, and documents are available at no charge through https://www.stateofkyplanroom.com; contractors not registered as planholders will not receive addenda. The mandatory site visit is September 10 at 9:30 a.m. at the Prestonsburg Regional AML Office (3140 S Lake Drive, Prestonsburg, Kentucky 41653), with project staff proceeding to the Pikeville project area. Public bid reading via conference call follows on September 23 at 11:00 a.m. Eastern Time. Contact Michael Kearney (project, 502-682-2151 or michael.kearney@ky.gov) or Susan Ward (procurement, 502-226-0335 or Susan.Ward@ky.gov).
