About this opportunity
The Commonwealth of Kentucky, Division of Abandoned Mine Lands, is requesting bids for the Vogue Slurry AML Reclamation Project in Muhlenberg County with bids due September 1, 2026 at 9:30 a.m. Eastern Time, and a mandatory site visit on August 14, 2026 at 10:00 a.m. Central Time at the Harris-Dickerson Wildlife Management Area entrance on Highway 70 in Hopkins County.
The scope involves reclaiming approximately 44 acres within a 180-acre viewshed affected by prior coal mining operations. Work includes eliminating approximately 1.1 acres of an acid pit through backfilling with adjacent onsite mine spoil from approximately 12 acres, capping with best available onsite material, prioritizing acidic spoils adjacent to the pit for backfilling to eliminate acid-forming potential, and grading spoil ridges in designated areas at a maximum 3:1 slope. Water treatment must raise pH to 6 or greater prior to pit release and backfilling in accordance with Kentucky Division of Abandoned Mine Lands Technical Specifications. Payment for mine spoil excavation is calculated by the cubic yard.
Bidders must register in the Vendor Self Service System at https://vss.ky.gov prior to submission, allowing 24–48 hours for registration completion. Only online bids submitted through the Commonwealth's eProcurement system are accepted; emailed and hard copy submissions are prohibited. All bidders must submit the Official Bid Document and Bid Bond (if required) as a single combined PDF attachment. Plans and specifications are available at no charge through https://www.stateofkyplanroom.com (1-800-888-0693). A public bid reading will be held via conference call on September 1 at 11:00 a.m. Eastern Time. Contact Susan Ward, Division of Contract Administration, at 502-226-0335 or Susan.Ward@ky.gov for procurement questions, or Seth Jenkins, Division of Abandoned Mine Lands, at (270) 871-9555 or seth.jenkins@ky.gov for project management questions.
