About this opportunity

The Commonwealth of Kentucky, Division of Abandoned Mine Lands, is requesting bids for bituminous repair and construction services on approximately 1.5 miles of damaged roadway across three sites in Whitley County (Maple Creek Road, Maple Creek Subdivision Road, and Bunches Creek Road near Williamsburg), with bids due July 22, 2026 at 9:30 a.m. Eastern Time. A mandatory site visit meeting is scheduled for July 8, 2026 at 9:00 a.m. Eastern Time at the London AML Office (85 State Police Road, London, Kentucky 40741), followed by an on-site meeting at the project locations.

The repairs address roadway damage caused by reclamation efforts at the Maple Creek Subdivision (Porter Willis Drainage) project site, where an unforeseen slope failure behind the Dwayne Lee residence necessitated additional earthwork and removal of paving work from the original contract scope. No permits are required and no trees will be removed.

Bidders must submit responses exclusively through the Commonwealth's eProcurement system; postal, courier, and hand-delivered bids will not be accepted. Registration in the Vendor Self Service (VSS) System at https://vss.ky.gov is required prior to submission, with 24–48 hours allowed for registration completion. The Official Bid Document and any required Bid Bond must be combined as a single PDF attachment and uploaded through eProcurement. Bidders should enter $0.00 for the contract amount in the eProcurement system, with the actual contract amount entered on the Official Bid Document. Plan documents and specifications are available at no charge through https://www.stateofkyplanroom.com. A public bid reading will be conducted via conference call on the bid opening date at 11:00 a.m. Eastern Time, with results posted to the State of Kentucky Plan Room following bid opening and review.
