About this opportunity
The Oregon Health Authority (OHA) is seeking technical assistance (TA) consultants through a Request for Applications (RFA) to support Coordinated Care Organizations (CCOs) and other publicly funded health programs across Oregon. The procurement aims to establish a pool of subject matter experts who can provide consultation, training, and presentations in 21 defined subject areas, including analytic modeling, behavioral health integration, community health assessment, early learning systems, health information technology, and payment strategies. Qualified applicants must demonstrate at least 5 years of experience in their claimed areas of expertise and 3 years of experience providing technical assistance. The RFA will remain open for applications until August 12, 2026, with OHA reviewing submissions on an ongoing basis. Evaluation criteria will include the applicant's expertise, experience, references, and proposed hourly rates. The solicitation is structured as a Price Agreement that will be supplemented by individual Work Order Contracts, with each contract not exceeding $150,000.
The RFA is open to a broad range of organizations, including firms, nonprofits, governmental agencies, coalitions, and individuals. There are no specific set-aside designations or restrictions for disadvantaged enterprises mentioned in the documents. Contractors will be compensated based on negotiated hourly rates, with travel time billed at 50% of the regular rate and travel-related expenses reimbursed at GSA-approved rates. The OHA reserves the right to amend the Price Agreements for additional time up to a total of 5 years. While no specific budget range is provided, the solicitation allows for multiple Price Agreements to be issued, with no set limit on the cumulative cost of Work Order Contracts under a single agreement. The procurement is specific to Marion County and the state of Oregon, targeting health systems transformation and technical support for various health-related programs and organizations.
