Project managers must have five years of appraisal experience; reviewers and appraisers must have three years of experience with two years in mass appraisal within the past five years.

The contract is expected to commence on or about August 24, 2026 and extend until completion of Board of Assessment Appeal hearings, approximately April 30, 2028. Respondents must submit preliminary fee proposals based on the inspection options selected, with cost per additional interior inspection specified separately. Required qualifications documentation includes Connecticut Revaluation Company Certificates for the previous five years, completed Connecticut municipal revaluations within the preceding five years with client references, current contracts with other Connecticut municipalities, certified personnel listings, detailed project work plans, public relations program examples, sample appraisal manuals and data mailers, and certified audited financial statements for the past three fiscal years. Insurance requirements include Workers' Compensation with $1,000,000 employer's liability limits, Commercial General Liability ($1,000,000 each occurrence/$2,000,000 aggregate), Automobile Insurance ($1,000,000 combined single limit), Umbrella Liability ($1,000,000), Professional Liability ($2,000,000 each claim/$2,000,000 aggregate), and Cyber Liability ($1,000,000 breach response limit and aggregate).
