About this opportunity
The Washington State Board for Community and Technical Colleges (SBCTC) is requesting proposals for retirement plan consulting and fiduciary support services under RFP 2026-RFP-001, with proposals due October 29, 2026 at 4:00 p.m. local time in Olympia. A single award will be made.
SBCTC sponsors four retirement savings plans with combined assets exceeding $4.3 billion serving over 22,000 participants. The selected consultant will serve as a trusted advisor to the Retirement Plan/Investment Review Committee and provide independent consulting on plan administration, investment oversight, compliance monitoring, and strategic planning. The consultant must demonstrate expertise in retirement plan administration, fiduciary services, and compliance with applicable federal and state regulations, and will work collaboratively with the committee and plan stakeholders to provide ongoing advisory services, policy recommendations, and implementation support.
The contract term is one year with four optional one-year extensions, for a potential five-year engagement. Vendors must be licensed to conduct business in Washington within 30 days of being identified as the apparent successful vendor. The selected vendor must execute the final contract within seven business days of receipt.
Evaluation is weighted as follows: experience and licensure (20 points), statement of work response (60 points), and pricing (20 points), totaling 100 points. Cost proposals must include all fees for the full five-year period (initial term plus four optional extensions) in United States dollars, with subcontractor costs broken out separately. No minimum OMWBE participation is required, though minority and women-owned businesses are encouraged to participate and identify their certification status.
A vendor pre-proposal teleconference is scheduled for October 14, 2026. Written responses to vendor questions are due October 22, 2026. Optional vendor interviews are scheduled for November 9–10, 2026, with notification of the apparent successful vendor on November 12, 2026. Responses must meet all mandatory administrative requirements and demonstrate willingness to execute a contract substantially similar to the proposed terms in Appendix B.
