About this opportunity

The City of Shelton, Connecticut is requesting proposals for resurfacing of the existing running track at Shelton High School, a standard 400-meter, 8-lane facility with separate pole vault, long jump, and high jump sections totaling approximately 4,400 square yards, with proposals due August 28, 2026 at 11:00 a.m. Bidders must submit separate pricing proposals for both a non-CHRO funding scenario and a CHRO (Connecticut Commission on Human Rights and Opportunities) funding scenario; the CHRO-funded scenario carries a 25 percent minority and small business subcontracting goal of state-funded contract value.

The scope includes pressure washing and cleaning the entire synthetic surface, repairing cracks, seams, and base mat as needed, applying three spray-applied structural wearing course layers of water-based polyurethane and EPDM rubber granules (orange colored), and laying out and painting all track lines and event markings per IAAF and NCAA rules. Contractors must hold current licenses and certifications and demonstrate experience installing similar outdoor track facilities within the preceding two years. A non-mandatory pre-bid meeting is scheduled for August 13, 2026 at 10:00 a.m. at Finn Stadium on the high school campus.

Contract performance runs June 21, 2027 through August 13, 2027, contingent on favorable weather. Bidders must submit lump-sum pricing covering all labor, materials, equipment, bonds, contract-specific insurance riders, taxes, surveys, and in-ground equipment repairs. A bid deposit of 5 percent of the maximum bid price is required, along with 100 percent performance and payment bonds from an approved surety. Prevailing wage requirements under Connecticut General Statutes Section 31-53 apply, with rates set to increase July 1, 2027. The City retains 5 percent of each payment until final completion. Liquidated damages are $1,000 per calendar day for delays. Proof of insurance naming the City as additional insured with minimum limits of $1 million general liability and $1 million automobile liability is required. Questions are due August 19, 2026.
