About this opportunity

The County of Cobb is soliciting bids for asphaltic resurfacing on local roads (Resurfacing Contract 2027-3 Local Roads (South), Project B2934), with electronic bids due October 22, 2026 at 12:00 noon, publicly opened at 2:00 p.m., and a mandatory in-person and teleconference prebid conference on October 13, 2026 at 9:30 a.m. via Microsoft Teams.

The scope includes variable-depth milling, patching, pavement markings, and asphaltic resurfacing on multiple county streets, with all work required to be complete by October 31, 2027. Liquidated damages of $2,000 per day apply for failure to meet the completion deadline. Work must comply with GDOT Standard Specifications for Construction of Transportation Systems (2021 Edition, including April 2024 modifications). Contractors and subcontractors performing utility work must hold a valid State of Georgia Utility Contractor License. All subcontractors, including DBE firms, must be prequalified or registered with GDOT. Bids exceeding $2 million require bidders to be prequalified with GDOT; bids of $2 million or less require bidders to be registered subcontractors or prequalified with GDOT.

The County strongly encourages DBE and Small Business participation but currently does not require DBE participation or Small Business reports, though this is subject to change at the County's discretion. A Bid Bond equal to five percent of the bid amount must accompany each bid submission. Monthly payments will be made based on approved invoices. Bidders must submit all questions to ProcurementServices@cobbcounty.gov by the Friday prior to bid opening. Bidding documents are available through Bid Express and at the Cobb County Department of Transportation office, 1890 County Services Parkway, Marietta, Georgia. All bidders must comply with Title VI of the Civil Rights Act, the Anti-Kickback Act, the Contract Work Hour Standard Act, the National Occupational Safety and Health Act, and the Georgia Security and Immigration Compliance Act, and must execute the "Contractor Affidavit and Agreement" at bid time.
