About this opportunity

The San Diego Housing Commission is requesting proposals for on-call restoration and remediation services for permanent and affordable housing properties within the City of San Diego, California, with proposals due August 6, 2026 at 2:00 p.m. Pacific Time. The contract is subject to HUD Section 3 regulations, requiring documented good-faith efforts to award subcontracting opportunities to certified Section 3 Business Concerns beginning no later than July 17, 2026.

The scope encompasses emergency and routine fire, smoke, and water damage recovery; water extraction and moisture control; HVAC decontamination and cleaning; microbial remediation; electronics and media restoration; biohazard cleanup; debris removal; building deodorization; carpet, content, and structural cleaning and restoration; drying services; and transportation and storage. Contractors may remove materials such as drywall and carpet but are not permitted to replace them. Services are non-construction in nature. Contractors must maintain 24/7/365 availability and deploy within two to four hours for major incidents.

The contract term is one year plus four optional one-year renewals. No minimum contract value is guaranteed; the Commission will pay only for authorized services rendered. Contractors must submit fully burdened hourly labor rates (base, overtime, and holiday) for general foremen, journeymen, working foremen, and apprentices, plus daily equipment rental rates for dehumidifiers, extractors, and fans. All pricing must exclude cost-plus-percentage markup and provide flat-fee costs to comply with federal HUD and FEMA grant requirements. Reimbursable expenses for parts, materials, and equipment rentals require prior written Commission approval.

Proposals are evaluated on a weighted 100-point scale: qualifications and experience (25 points), technical capabilities (25 points), proposed approach and methodology (25 points), and cost proposal (25 points). A non-mandatory pre-proposal conference is scheduled for July 16, 2026 at 11:00 a.m. via Microsoft Teams. Proposals must be submitted via the PlanetBids portal.
