About this opportunity

Washington County Health and Human Services – Behavioral Health's Addictions Program is soliciting Letters of Interest from qualified providers to deliver residential substance use disorder treatment to eligible Washington County residents, with responses due September 4, 2026 at 4:00 p.m. and questions due August 28, 2026 at 5:00 p.m. The contract runs five years from July 1, 2027 through June 30, 2032 with annual renewal options.

Providers must hold OAR 309-008-0100 through 309-008-1600 certifications for indigent SUD residential treatment services and enroll in the Resilience Outcomes Analysis and Data Submission (ROADS) system. Services target Washington County residents aged 18 and older who meet American Society of Addiction Medicine (ASAM) Level 3.1–3.7 criteria, require 24-hour supervision, are unable to maintain abstinence, and are uninsured or ineligible for Oregon Health Plan or Medicaid. Core services include structured counseling, educational services, recreation, self-help group participation, and recovery management planning. Supplemental services subject to fund availability encompass participant supports, peer-delivered services, skills training, care coordination, and case management.

Required insurance includes General Liability ($500,000), Worker's Compensation, Automobile Liability ($1 million/$2 million), Professional Liability ($1 million/$3 million), Cyber-Security, and Sexual Abuse & Molestation Liability ($3 million). Providers must comply with 42 CFR Part 2 and submit quarterly data attestations and reports.

Washington County does not guarantee equal funding among providers or consistent funding year-to-year; contract amounts depend on services delivered, utilization, and negotiated budgets. Contractor selection is scheduled for September 11, 2026. If the number of interested proposers does not exceed available contracts, the county reserves the right to negotiate directly and forego a full RFP process. Responses must be submitted electronically through the Washington County procurement portal.
