About this opportunity

The Town of Herndon, Virginia is requesting proposals to develop, conduct, analyze, and present results of two statistically valid customer satisfaction surveys—one for residential households and one for town businesses—under RFP 27-01, with proposals due August 27, 2026 at 11:00 a.m. and questions due August 10, 2026 at 10:00 a.m.

The residential survey must run 10 to 12 minutes and include a minimum of two open-ended questions covering water and sewer service, street maintenance, traffic and transportation, snow removal, street lighting, community center programs, recreational opportunities, neighborhood quality, trash and recycling, and employee service satisfaction. The business survey will assess satisfaction with town services while evaluating business climate, retention and expansion opportunities, workforce and infrastructure needs, and perceptions of the business environment. Both surveys require separate cost quotes and must support formal in-person presentations to the Town Council. The Town estimates a three-month duration per survey project.

The contract is a firm-fixed-price agreement with an initial two-year term from award, renewable for up to four additional two-year terms (eight years total). Price adjustments for renewals may not exceed the annual percentage change of the Consumer Price Index for the Washington-Arlington-Alexandria area. Award is anticipated for October 2026, with the first surveys to conduct in spring 2027.

The evaluation committee will score proposals on proposed methodology (35 percent), experience and similar services (20 percent), cost (25 percent), project timeline (15 percent), and introduction/proposal requirements (5 percent). Proposals must demonstrate comprehensive understanding of sampling methodology and quality controls. The Town reserves the right to award to multiple qualified offerors and may conduct oral presentations prior to final selection.

All proposals must include five mandatory attachments: a Vendor Information Form, a Proprietary Information Identification form, an Exceptions to RFP form, a Business, Professional and Occupational License (BPOL) form, and a Contractor Certification Form verifying federal immigration and employment eligibility compliance. A current BPOL license is not required at proposal submission but will be mandated before contract execution.
