About this opportunity

The California Department of General Services, Real Estate Services Division, Project Management and Development Branch is requesting qualifications for professional engineering services on an as-needed basis for the working drawing and construction administration phases of Van Sickle Park Phase III in South Lake Tahoe, El Dorado County, with proposals due July 17, 2026.

A mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation goal applies to the contract value — successful bidders must either commit to performing at least 3% of the contract themselves using certified DVBE firms, or subcontract at least 3% to other certified DVBE firms. Only firms certified by the California Office of Small Business and DVBE Services are eligible for DVBE participation credit. All work must be performed under and approved by a design professional or contractor licensed in the State of California.

Successful firms may be awarded multi-year agreements valued up to $5 million with a contract term of up to five years on a fixed-rate basis. The scope encompasses retained services for the working drawing and construction administration project phases. Place of performance is South Lake Tahoe, El Dorado County, California.

Bidders must complete and submit the Darfur Contracting Act Attachment with their proposal, certifying either no business operations outside the United States in the past three years, written DGS permission as a scrutinized company, or under penalty of perjury that they are not a scrutinized company as defined in Public Contract Code section 10476. The certification must include firm name, Federal ID number, authorized signature, signatory name and title, and execution date and location. Failure to include a properly initialed attachment with one of the three paragraphs completed will result in disqualification.

All proposals must comply with California civil rights laws. The complete RFQ is available on the California eProcure website (California State Contracts Register) by entering Department of General Services (7760) and searching by project title or reference number RESD-PMDB 2025-23.
