About this opportunity
The California Department of General Services, Real Estate Services Division is requesting qualifications for construction management services on the progressive design-build O Street State Parking Garage project in downtown Sacramento, with statements of qualifications due August 19, 2026 at 5:00 p.m. This is a qualification-based selection process — not a competitive bid — in which typically three firms will be shortlisted for oral interviews before final selection.
The scope encompasses professional construction project management for a new 750-stall parking structure at the northeast corner of the block bordered by 12th Street, O Street, 13th Street, and Carriage Path. The project will be delivered in two phases: a Preconstruction Phase of five to eight months, followed by a Progressive Design-Build Phase of 24 months, for a total estimated contract duration of 36 months. All work must be performed under and approved by a design professional or contractor licensed in California. The selected firm and any team members are precluded from participating on the Design-Build team, construction, or other competitively bid contract work on this project.
The estimated construction cost is $40 million. Prevailing wage compliance under California Labor Code is mandatory; contractors and subcontractors must register with the Department of Industrial Relations and comply with labor compliance monitoring and enforcement programs. Ten percent retention applies to all progress payments.
Firms must submit qualifications including a letter of interest, executive summary, Federal Form 330 with resumes, project assignment approach statement, California Secretary of State registration, DIR public works contractor registration, prevailing wage certifications, and economic sanctions declarations via PDF through a DGS Box.com portal. Evaluation criteria span sixteen factors including firm and key personnel experience with Big Room environments and progressive design-build delivery, LEED/ZNC/ZNE expertise, cost estimating and scheduling proficiency, quality assurance programs, regulatory knowledge, and construction claims experience. Selected firms must disclose any intended use of generative artificial intelligence in contract deliverables or performance.
