About this opportunity
The California Department of General Services, Real Estate Services Division, Project Management and Development Branch is requesting qualifications for architectural and engineering design services on fire alarm system upgrades at the Franchise Tax Board facility (Building 084) in Sacramento under RFQ RESD-PMDB 2026-04, with submissions due August 7, 2026 at 5:00 p.m.
The scope encompasses preliminary plans, working drawings, cost estimates, bidding solicitation support, and construction administration for replacement of the entire fire alarm and fire suppression system across four interconnected buildings totaling 1.9 million square feet, including fire pump replacement and installation of a new fire pump enclosure meeting 2019 NFPA 20 code requirements. All work must be performed under and approved by a design professional or contractor licensed in the State of California. Compensation will be structured as hourly rates for specific employee classifications and subcontractor services, negotiated after selection.
The estimated construction cost is $34.5 million, with an estimated contract duration of three years. A 10% retention will be held on all progress payments, with provisions for escrow at a state or federally chartered bank if retention exceeds $10,000 and continues beyond 60 days after completion of phased services. Selected firms and all subcontractors are precluded from participating in any construction or competitively bid contract work on the project.
All firms must comply with prevailing wage requirements under Labor Code Section 1774, maintain Department of Industrial Relations contractor registration, and comply with labor compliance monitoring and enforcement programs. Firms must certify compliance with Economic Sanctions Executive Order N-6-22 and disclose any use of generative artificial intelligence in project deliverables. Small Business and Disabled Veteran Business Enterprise participation is encouraged but receives no preference under professional services contracting law.
The selection process evaluates qualifications based on nine stated criteria, with the top three firms selected for oral interviews; one firm will be selected for contract negotiation. Statements of Qualifications must be submitted electronically in PDF format to the DGS Box.com portal.
