About this opportunity
The Town of Flower Mound, Texas is requesting statements of qualifications for professional material testing services for construction projects involving roadway, water, wastewater, storm sewer, all-purpose trails, and non-structural construction, with SOQs due October 29, 2026 at 11:00 a.m. (CT). This is a qualified-firms-list procurement with selection based on qualifications rather than unit pricing.
Testing scope encompasses concrete and mortar mix designs, asphalt mix designs, soil-additive (cement, fly ash, lime) mix designs, sieve analysis, absorption and specific gravity of materials, compressive strength testing of concrete cylinders and cores, density of in-place materials, concrete sampling for temperature, slump, air content, and unit weight, moisture-density relationships, asphalt gradation and stability testing, and soil analysis. All testing must comply with ASTM, AASHTO, North Central Texas Council of Government Standard Specifications for Public Works Construction, and other recognized agency standards.
Selected firms will be retained for a two-year period with projects assigned on an as-needed basis. The Town reserves the right to conduct interviews with selected respondents following the October 29 submission deadline. Evaluation criteria are weighted as follows: firm's overall ability to meet Town objectives (40 percent), experience (30 percent), location (20 percent), and references (10 percent).
Respondents must submit qualifications documentation including project references, length of time in business, quality assurance program information, prior work with the Town, background on the project manager and key personnel, and full disclosure of any contract failures or litigation. Submissions must include a completed Town of Flower Mound Proposal Certification Form, a signed Conflict of Interest Questionnaire, and current Certificate of Insurance demonstrating Commercial General Liability ($500,000 per occurrence / $1,000,000 aggregate), Workers' Compensation ($300,000 disease policy limit), Automobile Liability ($500,000 combined single limit), and Professional Liability / Errors and Omissions ($500,000 per occurrence and aggregate). Questions are due October 12, 2026 at 12:00 p.m. (CT). Completed SOQs must be submitted electronically in PDF format through the Town's e-procurement system (IonWave).
