About this opportunity

The Town of Knightdale, North Carolina is requesting qualifications from consultant firms to conduct a comprehensive space needs assessment and facilities master plan under a qualification-based selection process under North Carolina General Statute 143-64.31, with proposals due August 21, 2026 at 2:00 PM and clarification questions due August 14.

The scope encompasses facility condition assessment across 13 existing town facilities, staff interviews regarding current and future space needs, workspace optimization recommendations, facility location analysis, renovation-versus-new-construction evaluation, high-level budget estimation, and peer-community benchmarking. Optional services include master planning concepts, site plans for up to two properties, renovation plans for Town Hall, and conceptual-level cost estimates. The Town currently operates 195 full-time employees and has expanded significantly—adding 72 positions over the past five years and 71 fire-related positions following a 2020 merger with Eastern Wake Fire Department—establishing context for growth projections that the master plan must accommodate.

Evaluation criteria are weighted as follows: firm qualifications (20%), team member expertise (20%), proposed approach (20%), past performance (20%), current workload and personnel commitment (10%), hourly rates (5%), and proposal completeness (5%). The engagement budget will be negotiated following scope refinement; cost proposals should include hourly billing rates for all personnel.

Proposers must demonstrate relevant experience with similar public-sector projects and submit detailed information on consultant team organization, qualifications, project approach and management methodology, and hourly rates. The selected firm must maintain Commercial General Liability coverage of $5 million per occurrence, Automobile Liability of $1 million, Professional Liability of $1 million per occurrence/$2 million aggregate, and Workers' Compensation at statutory limits.

Timeline: short-listing by August 28, interviews between August 31 and September 4, firm selection by September 11, Town Council approval October 21, and anticipated Notice to Proceed in November 2026. Contact Antwan Morrison at 919-217-2210 or antwan.morrison@knightdalenc.gov for clarifications.
