About this opportunity

The County of Los Angeles, Executive Office of the Board of Supervisors is conducting a Request for Qualifications (RFQ) to establish Consulting and Professional Services Master Agreements (CAPSMA) for a comprehensive array of professional services. The procurement seeks qualified agencies, firms, individuals, and principals capable of providing diverse consulting services to support county operations. Vendors must simultaneously submit both an RFQ and a corresponding Request for Services (RFS) to be considered eligible for a master agreement. The RFQ is designed to create a pre-qualified vendor pool that can respond to individual service requests as they are released, with a structured approach to procuring professional services efficiently. To be considered, vendors must complete all required documentation, including standard forms and compliance documentation outlined in the appendices. The RFQ was posted on October 13, 2025, with a submission deadline of January 16, 3025, and requires comprehensive documentation demonstrating vendor qualifications, experience, and capacity to deliver consulting services. Evaluation criteria will likely include vendor expertise, past performance, technical capabilities, and compliance with county requirements.

The procurement appears to have specific provisions for Certified Business Enterprises (CBE), as evidenced by the included CBE Form in the RFQ documentation. This suggests potential set-aside opportunities or preference points for small, disadvantaged, or minority-owned businesses seeking to participate in county consulting contracts. While specific award values are not explicitly detailed in the provided documents, the master agreement structure implies multiple potential service opportunities with varying project scopes and potential contract values. The RFS documents, which are referenced but not fully included in this submission, are expected to contain more detailed information about specific service categories, potential funding allocations, and precise contract terms. Vendors are directed to the County's "Doing Business with the County" website for additional details on individual Request for Services opportunities. The master agreement approach allows the County flexibility in engaging pre-qualified vendors for consulting needs without conducting separate competitive procurements for each individual project, potentially streamlining the procurement process and reducing administrative overhead.
