About this opportunity
The Hudson River Park Trust is requesting proposals for on-call marine repair services, with proposals due July 17, 2026. The RFP seeks to establish contracts with one or more contractors to provide marine repair services on an as-needed basis. This is a New York prevailing-wage project under Labor Law Section 220-i; contractors and subcontractors must comply with the New York State Department of Labor prevailing wage schedule (Prevailing Rate Case Number 2026016421, effective July 1, 2025 through June 30, 2026) covering classifications including marine divers, carpenters, electricians, ironworkers, and laborers, with detailed journeyworker and apprentice rates, fringe benefits, overtime, and shift differentials. All contractors must register with the Department of Labor, maintain workers' compensation insurance, submit certified payrolls within thirty days of issuance and every thirty days thereafter, and post prevailing wage rates at job sites. OSHA 10 safety training is required for contracts valued at $250,000 or more. Willful violations result in penalties up to 25% of wages owed plus interest, criminal felony charges up to 15 years imprisonment, and five-year debarment.
The scope includes underwater and splash zone repairs, mechanical and structural marine repairs, hardware replacement, mooring and decking work, debris removal, and emergency work with potential 24-hour response requirements. Services are performed on the Trust's in-water property in New York County and related districts.
Evaluation criteria are weighted as follows: 30% relevant marine experience, 20% availability and response time, 20% technical approach, 20% price, and 10% overall organization, completeness, quality of proposal, and demonstrated understanding of the Trust's mission and activities. No incumbent has been awarded an identical or substantially similar contract within the past five years.
