The consultant must deliver a feasibility study evaluating the viability of nonprofit liability insurance pooling arrangements, captive insurance companies, risk management agencies, and alternative insurance programs; a proposed plan detailing structure, governance, and operational model; a financial analysis including initial and ongoing investment requirements and premium cost projections; and a final report with legislative recommendations due to the Connecticut General Assembly by February 1, 2027. Work includes actuarial analysis, data collection framework development, market assessment, legal evaluation, and stakeholder engagement. The consultant must assemble a qualified team including a lead consultant, project managers, and subject-matter experts such as liability risk specialists, captive specialists, nonprofit sector specialists, actuaries, and legal advisors, with detailed resumes, staffing matrices, and conflict-of-interest disclosures required.
Minimum qualifications include demonstrated expertise in evaluating and developing liability insurance programs, actuarial analysis capabilities, data collection and analysis expertise, financial analysis capabilities, and understanding of Connecticut General Statutes Title 38a regulatory requirements; preferred experience in the nonprofit insurance sector is specified.
The Connecticut State Legislature has allocated $200,000 as the maximum budget available. Proposers must submit fixed-fee or milestone-based pricing with detailed budget narratives and cost competitiveness documentation. Evaluation criteria are weighted at 35 percent for consulting service expectations, 25 percent for staffing expectations, 20 percent for data and technology expectations, and 10 percent each for organizational and budget/cost expectations. One contract award is anticipated with a contract start date of September 15, 2026 and final report delivery on February 1, 2027. Inquiries should be directed to George Bradner at the Department of Insurance by telephone at 860-716-0154 or 860-297-3866, or by email at george.bradner@ct.gov.
