About this opportunity

The Association of Bay Area Governments (ABAG) is soliciting proposals for a Program Evaluation and Framework consultant to assess and develop resilience technical assistance program areas across the Bay Area, with proposals due August 13, 2026 and all work to be completed by December 31, 2027.

The scope encompasses evaluation of ABAG's Regional Planning Program resilience and planning efforts addressing earthquakes, floods, landslides, and fires, alongside climate-change hazards including sea level rise, extreme storms, and drought. The consultant will analyze the ABAG Technical Assistance Portal, coordinate findings with the Bay Conservation and Development Commission's expanding technical assistance offerings, and incorporate baseline information from the Bay Area Regional Collaborative's "Regional System Assessment for Adapting to Climate Change" report and the Sea Level Rise Memorandum of Understanding framework. The work product will inform regional multi-hazard planning and ensure alignment between ABAG and BCDC technical assistance delivery to avoid duplication.

No set-aside or preference program is identified. No estimated contract value, contract term length, evaluation criteria weighting, or pre-bid meeting date is specified in the source. Questions due date and any anticipated award timeline are not provided.

Opportunity text

The Association of Bay Area Governments (ABAG) and associated programs are seeking a consultant to develop a Program Evaluation and Framework (Project) of key resilience technical assistance (TA) program areas. The Regional Planning Program (RPP) of MTC/ABAG engages in a range of resilience and planning efforts to help protect the Bay Area from earthquakes, floods, landslides and fires - as well as prepare for climate change hazards like sea level rise, extreme storms and drought. The ABAG Technical Assistance Portal maintained by RPP is a resource for communities. ABAG coordinates closely with other regional agencies, including the Bay Conservation and Development Commission (BCDC), on TA delivery. Recently, the Bay Area Regional Collaborative (BARC) led the execution of Sea Level Rise Memorandum of Understanding that identified ABAG as the Lead for Regional TA coordination. In the past, BARC also completed a report entitled "Regional System Assessment for Adapting to Climate Change Laying the Foundation for Regional Multi-hazard Planning and Technical Assistance" that provides important foundational information to inform this analysis. Finally, BCDC is building out its TA, particularly as it relates to Regional Shoreline Adaptation Plans. ABAG and BCDC staff are working closely to ensure alignment and avoid duplication. The consultant must complete all work by December 31, 2027.
