About this opportunity

Columbus Water and Power (CWP), Division of Water Reclamation, is requesting pricing proposals from shortlisted offerors for a Construction Manager at Risk (CMAR) on the Southerly Water Reclamation Plant (SWRP) Switching Station Replacement Project, with pricing due September 2, 2026.

The project replaces three of five end-of-life 15kV switching stations at SWRP and relocates the Division of Power substation out of the floodplain. The scope includes switchgear replacement, modification of the plant-wide power distribution system, substation replacement and relocation, and implementation of a new master switching station with a radial feed configuration to replace the existing main-tie-main loop system. The work is designed to integrate a new cogeneration facility and improve electrical system reliability. Refer to Appendix A for detailed project overview.

CWP will select the CMAR from the shortlisted offerors from the preceding Invitation for Proposal phase. Award will proceed in accordance with Columbus City Code 329.23(B). The project is located in Columbus, Franklin County, Ohio. All solicitation information and documents are posted on BidExpress.com.

The compressed timeline — pricing due the day after posting — indicates this is the final selection step following earlier IFP evaluation.

1.2 Project Overview Columbus Water and Power (CWP), Division of Water Reclamation (DWR) has identified a need for a Construction Manager at Risk (CMAR) for the Southerly Water Reclamation Plant (SWRP) Switching Station Replacement Project. Three (3) of the five (5) switching stations at the SWRP are past their useful life and require replacement. This project will replace this 15kV switchgear while also modifying the power distribution system within the plant. In addition, the Division of Power (DOP) substation that feeds the plant needs to be replaced and relocated within the SWRP in order to remove it from the floodplain. Currently, all power is fed through SWRP around a plant wide loop system. This system feeds into each substation through a main-tie-main configuration. This project will incorporate a new master switching station and implement a radial feed system to better incorporate the new cogeneration facility and improve the electrical system reliability. Refer to Appendix A for a detailed project overview. This Request for Pricing (RFP) is to receive pricing proposals from the short listed offerors from the Invitation for Proposal (IFP) phase. The City will only select a CMAR from the shortlisted offerors and intends to award the construction management contract in accordance with 329.23(B). All info at BidExpress.com
