About this opportunity
The City of Carlsbad Public Works Department is requesting pre-qualifications for fleet maintenance building refurbishment at 2480 Impala Drive in Carlsbad, California, with statements of qualifications due October 13, 2026. Engineering firms, specialty consultants, and individuals who previously assisted in drafting the project's preliminary design, General Development Plan, or drawings are ineligible to participate; individuals currently serving on City Boards or Commissions under Carlsbad Municipal Code Section 2.15.030 are also ineligible.
The scope spans two phases: Phase 1 establishes temporary facilities (tent structure, staff trailers, utility connections) to support fleet operations during construction over approximately seven months; Phase 2 refurbishes the Fleet Maintenance Building and related site improvements over approximately twelve months. The estimated total project cost is $6.3 million.
Qualified contractors must hold a valid California Class A General Engineering contractor's license and Class B General Building contractor's license, and be registered with the California Department of Industrial Relations. Contractors must perform at least 25% of the work with their own forces, excluding general conditions. Insurance requirements include workers' compensation, comprehensive general liability of at least $5 million per occurrence, and builder's risk insurance of not less than $5 million upon contract award. Financial statements must be reviewed or audited, and contractors must provide a notarized surety statement confirming bonding capacity.
The project is subject to prevailing wage requirements under California Labor Code Section 1720 et seq. The City anticipates notifying prequalified bidders in October or November 2026, issuing a Request for Bids by December 2026, with bid submission in January 2027 and City Council award in February 2027. Preconstruction meetings and notice to proceed are scheduled for February or March 2027. The City will award to the lowest responsive and responsible bidder. No federal funds are anticipated. Submissions must be made electronically through the City's PlanetBids portal.
