About this opportunity
Alameda County Behavioral Health Department is requesting pre-qualifications for a pool of contractors to provide residential substance use disorder treatment services for youth ages 12–17, with responses due October 15, 2026, and an informational meeting scheduled for September 11, 2026 at 2:30 p.m. via Teams. Small Local Emerging Business (SLEB) certification confers preference points; non-SLEB bidders must subcontract with a certified SLEB for at least 20% of total estimated bid amount unless exempt as a non-profit, church, public school, university, or government agency.
Contractors must deliver one or more ASAM service levels — Level 3.1 (clinically managed low-intensity residential), Level 3.2 (withdrawal management), or Level 3.5 (clinically managed high-intensity residential) — plus case management, physician consultation, and outreach and screening services. The target population includes youth with co-occurring mental health conditions and involvement in child welfare, probation, or education systems. Facilities must be ASAM-certified and licensed by California Department of Social Services Community Care Licensing.
Minimum qualifications include ownership or lease of existing facility(ies); possession or planned acquisition within 12 months of award of DHCS Level of Care Designation or Residential ASAM Certification and Department of Social Services Residential Community Treatment Facility License; and at least one year of SUD treatment services experience with the priority population. Staffing must be documented in standardized format; all staff are subject to exclusion list verification (OIG/LEIE, GSA System Award Management, California DHCS Medi-Cal Suspended & Ineligible, Social Security Administration Death Master File) with ongoing compliance required for new hires and existing employees.
The County reimburses on a per-bed-day rate for ACBHD-referred clients with no guaranteed minimum or maximum dollar amounts. Contract term is generally one to three years, contingent on funding availability, performance, and program prioritization. Contract awards are anticipated November 12, 2026, with Board approval in April 2027 and contract start May 1, 2027. Funding derives from California Department of Health Care Services Drug Medi-Cal Organized Delivery System (DMC-ODS) program. Insurance requirements include commercial general liability ($1 million per occurrence), professional liability ($1 million per occurrence / $2 million aggregate), and cyber liability ($2 million per occurrence / $4 million aggregate). Written questions are due September 11, 2026 at 4:00 p.m.
