About this opportunity

The City of Seattle, through the Seattle Police Department, is issuing a Request for Information on parking enforcement and Automatic License Plate Reading (ALPR) technology modernization, with responses due August 27, 2026. This is a market-research RFI only and does not constitute a solicitation for bids, proposals, pricing, or contractual commitments; information gathered will inform future procurement strategies and requirements definition.

SPD is seeking vendor input on commercially available technologies, implementation approaches, integration capabilities, and innovative solutions that modernize parking enforcement operations. Vendors must address twelve mandatory ALPR compliance requirements derived from Washington's ESSB 6002 (chapter 10.130 RCW), Seattle's Surveillance Ordinance (SMC 14.18), and City-approved ALPR policies. Required capabilities include no-collection zone configuration, data retention, audit logging, and security controls. The RFI template requires vendors to complete a one-page vendor snapshot and provide detailed responses across capability areas including current-environment integration, citation and ALPR workflows, GIS mapping and geofencing, system integration, reporting and analytics, towing and impound workflows, and future innovation features.

Vendors must describe deployment models (SaaS, cloud, on-premises, or hybrid), mobile platform support, licensing approaches (subscription, perpetual, transaction-based), typical implementation timelines, system uptime percentages, integration methods (REST API, SOAP, webhooks, SFTP, batch, real-time), and municipal experience with reference accounts. Implementation detail should cover methodology, timeline to production, data migration, user training, testing strategy, and post-implementation support. Vendors may optionally provide budgetary information and identify solutions available through cooperative purchasing vehicles such as NASPO ValuePoint.

Responses must be submitted through the Procurement Portal at https://procurement.opengov.com/portal/seattle using the RFI Response Template provided. Standard Seattle technology contract terms apply to any subsequent procurement, including prevailing wage requirements, insurance minimums (commercial general liability $1 million, cyber liability $2 million, professional liability $2 million), WCAG 2.1 Level AA accessibility compliance, data security controls, and IP assignment to the City.
