About this opportunity

The State of Minnesota is requesting information from vendors experienced in driver's license and identification card production systems, equipment, and related services, with responses due August 17, 2026. This non-binding RFI will inform future procurement specifications as the current contract approaches expiration in 2028.

Respondents must demonstrate that their solution is a commercial off-the-shelf product currently deployed by a major jurisdiction. The system must interface seamlessly with Minnesota's MNDRIVE platform, comply with the 2025 AAMVA Driver License and Identification Card Design Standard, and maintain ongoing AAMVA compliance. The solution must also comply with the State of Minnesota's Enterprise Security Policy and undergo an independent security review performed to SSAE18 SOC 2 or equivalent standards (such as FedRAMP).

The RFI documentation is available through the State of Minnesota Supplier Portal. Vendors should search the portal for the full RFI details using the event reference number; the reference number was not specified in the posting. All submissions must be completed through the Supplier Portal.
