About this opportunity

The City of Lakeland, Florida is requesting proposals for replacement of the roof at Fire Station 5 under RFP 2026-RFP-081, with proposals due August 24, 2026 at 3:30 p.m. and a mandatory pre-proposal meeting on August 3, 2026 at 9:00 a.m. A local-vendor preference is available for businesses operating within Lakeland Electric's service territory for at least twelve consecutive months prior to proposal submission.

The scope covers removal and disposal of the existing roof system down to the plywood deck and installation of a standing seam metal roof with self-adhering underlayment, flashings, trim, and accessories across approximately 5,500 square feet. The contractor must provide all labor, supervision, equipment, temporary protection, tools, and materials; perform electrical, plumbing, and mechanical trade work as necessary; and maintain building operations during construction, with any service interruptions coordinated and approved by the owner. The roof assembly must be weathertight with a 20-year warranty and 30-year finish warranty. The contractor must be a Florida-licensed, certified roofing contractor.

Proposals are evaluated on a 100-point scale divided equally among four criteria: Company Experience (25 points), Personnel Experience (25 points), Fee Proposal (25 points), and Proposed Schedule (25 points), with emphasis on public-sector projects involving occupied or operational facilities. Respondents must submit three project references from similar work within the past three years, a preliminary schedule assuming an August 17 project start, and a site logistics plan addressing access, laydown, temporary protection, and debris control.

Bonding and insurance requirements include a bid bond of at least 5 percent of the proposal price valid for sixty days; a public construction bond equal to the full contract price within ten days of award per Florida Statute 255.05; Commercial General Liability and Business Auto Liability of $1 million per occurrence each; Excess Liability of $1 million; and Builder's Risk or Installation Floater Coverage at replacement cost value, with the City named as additional insured. Questions are due August 17, 2026 at 5:00 p.m. Award may be made within ninety days of proposal opening.
