About this opportunity

The City of Lubbock is requesting proposals for replacement of a double membrane gas containment system at the Southeast Water Reclamation Plant (SEWRP) Sludge Holding facility under RFP 26-19759-KM, with proposals due July 23, 2026 at 3:00 p.m. and a mandatory pre-proposal meeting on July 14, 2026 at 10:00 a.m. via Zoom.

The scope includes replacement of both inner and outer membranes for one double membrane system, internal bracing, sealing strips, and a blower unit, plus complete onsite installation with vendor-approved installers and expert supervision. Vendors must deliver an installation kit with specialized tools. The original system, installed in August 2016, uses Type V PVC-coated high-density polyester fabric membranes with a Type DNG 10-45 blower unit. Vendors must identify all deviations from current product specifications and justify product compatibility and performance equivalence. A minimum one-year warranty covering product defects, parts, and labor from substantial completion is required.

The contract covers one replacement system with an optional purchase of one additional unit available within eighteen months at identical terms and pricing. Pricing must be guaranteed for six months upon City approval, with adjustments permitted based on Consumer Price Index or Product Price Index changes. The vendor's total price must include all products, delivery, labor, tools, and equipment through substantial project completion.

Evaluation is weighted: Price 75 points, Experience 15 points, and Time 10 points. Insurance requirements include Commercial General Liability of $1 million per occurrence / $2 million aggregate, Automobile Liability of $1 million Combined Single Limit, and Workers' Compensation at statutory limits with $1 million employer's liability per occurrence. The City of Lubbock must be named as additional insured on a primary, non-contributory basis with 30-day cancellation notice. The City handles removal and disposal of old components, temporary storage, structural verification, lifting equipment coordination, electrical support, labor provision, and site safety.

Opportunity text

The City of Lubbock recently experienced a rupture in one of the two double membrane gas containment systems covering the sludge holding tanks at the Southeast Water Reclamation Plant (SEWRP). The rupture separated the outer membrane from the tank wall anchors, but left the inner membrane intact, so all biogas containment is still secure. The City is seeking an expert vendor to provide a replacement for both the inner and outer membranes, as well as the onsite installation of the membranes.
