About this opportunity
SUNY Upstate Medical University is requesting qualifications from architect/engineering teams for full design services on a renovation of approximately 7,000 square feet on the fourth floor of the Physician's Office Building North at Community Hospital, with qualifications due October 23, 2026. The project will integrate spaces for both the Ophthalmology Clinic and Optometry Program while meeting Article 28 compliance and current New York State and FGI codes.
Firms must demonstrate a minimum of ten years of experience designing outpatient healthcare facilities, with strong preference for ophthalmology and optometry clinic experience. All architects, engineers, land surveyors, and landscape architects must be legally authorized by the NYS Education Department to do business in New York State and provide proof of Worker's Compensation Insurance and Disability Insurance coverage.
SUNY has established diversity goals of 15% minority-owned business enterprise participation, 15% women-owned business enterprise participation, 6% service-disabled veteran-owned business enterprise participation, and 10% workforce participation for both WBE and MBE categories. The contract will be structured as a lump-sum agreement with fees negotiated following selection of the most qualified firm. No cost proposals are required with qualifications; cost proposals will be requested only after consultant selection.
The anticipated design schedule is 275 days with 365 days for construction, totaling 820 days of consultant services including approximately 180 days for bidding and contracting. Evaluation criteria are weighted as follows: firm qualifications and experience (20 points), personnel qualifications and experience (20 points), previous experience with similar work (20 points), approach and capability (20 points), MWBE/SDVO utilization (10 points), and references (10 points).
Qualifications must be submitted as two complete packages — one hard copy with original signatures and one on a separate flash drive. No formal site visit, facility tours, or pre-bid meeting will be provided prior to submission.
