About this opportunity
The City of Jacksonville, Florida Parks, Recreation, and Community Services Department is soliciting quotes for removal of existing vandalized conductors and re-feeding of electrical lines to four sports lighting poles at San Jose Elementary School under ITQ 18213-26, with bids due September 24, 2026 at 4:00 p.m. Eastern Standard Time. This is a Jacksonville Small and Emerging Business (JSEB) Set Aside requiring all bidders to hold JSEB certification at bid opening, with the JSEB prime contractor obligated to perform at least 40% of total work with its own workforce.
The scope consists of removing vandalized conductors, re-feeding sports lighting poles from the light locker to each pole up to the PVC junction box at light fixtures using #6 AWG aluminum conductors, terminating wires at poles and existing contactors, transitioning from existing PVC to rigid conduit and rigid LB condulets at the base of poles, and covering conduit and condulet with wire guard using tap cons. The work is a one-time purchase order commencing upon execution and continuing until completion and acceptance.
Award will be made on an all-or-none basis to the lowest responsive, responsible bidder. Pricing shall be submitted in U.S. dollars with two decimal places precision and must include all freight, delivery, and handling charges to the designated location. Suppliers must comply with E-Verify employment verification, maintain comprehensive insurance including general liability ($2,000,000 minimum), workers' compensation at Florida statutory limits, and automobile liability ($1,000,000 minimum), and provide performance and labor/material payment bonds equal to 100% of contract value. The solicitation is subject to the Buy American Preference clause. Award is contingent on availability of funds. Bid submissions must be made through the City's e-procurement system, 1Cloud, under sealed bidding conditions ranked by price only. Contact Carmella Spitler at CSpitler@coj.net.
