About this opportunity
The Northern Shenandoah Valley Regional Commission is requesting proposals for regional recycling roll-off containers under RFP 2027-001, with proposals due August 14, 2026 and questions due July 31, 2026. This procurement is funded entirely through the EPA's Solid Waste Infrastructure for Recycling (SWIFR) grant program under the Bipartisan Infrastructure Law and is subject to Build America, Buy America (BABA) domestic content requirements — all iron and steel components must be produced in the United States unless a federal waiver is approved.
The scope includes approximately 70 thirty-yard roll-off containers, 1 forty-yard roll-off container, and 16 fifty-yard open-top roll-off containers for landfill convenience sites, transfer stations, and public recycling drop-off locations throughout Clarke, Frederick, Page, Shenandoah, and Warren counties, the City of Winchester, and fourteen incorporated towns. NSVRC reserves the right to increase, decrease, or modify quantities and configurations. Proposers must provide detailed pricing for each container type, identify costs for roof systems and access doors, and submit delivery charges and optional enhancements separately. Quantity discounts, volume-based pricing adjustments, and minimum production run requirements must be disclosed; all pricing must remain valid for a minimum of ninety days from the submission deadline.
Offerors must be qualified manufacturers, fabricators, or authorized distributors. Proposers must certify BABA compliance, debarment and suspension status, and maintain active registration in SAM.gov. Evaluation is weighted as technical proposal and product quality (40 points), price (30 points), company experience and past performance (20 points), and production capacity and delivery schedule (10 points). NSVRC reserves the right to award by line item, container type, make multiple awards, or make no award. Questions are due July 31 at 5:00 PM; responses will be posted by August 5. Addendum No. 1 was issued July 21, 2026; offerors must acknowledge receipt and monitor eVA for additional addenda. Contact Amanda Kerns, Senior Planner, at akerns@nsvregion.org.
