About this opportunity
The City of Farmers Branch, acting as lead agency on behalf of the Cities of Carrollton and Coppell and the Town of Addison, is soliciting proposals for consulting services to develop jurisdiction-specific Disaster Debris Management Plans (DDMPs) under RFP #26-29, with proposals due September 18, 2026. Preference will be given to firms with demonstrated experience preparing FEMA-compliant Disaster Debris Management Plans for municipalities.
The scope encompasses four individual, FEMA-compliant DDMPs addressing debris-generating disasters including tornadoes, straight-line wind events, flooding, and ice storms. Deliverables include four final plans, executive summaries, workshop presentation materials, editable files in Microsoft Word and PDF formats, GIS files where applicable, and supporting documentation. The project includes six tasks: project initiation, existing conditions review, plan development, four jurisdiction-specific workshops, one regional coordination workshop, and final submission. Consultant qualifications must demonstrate experience with FEMA Public Assistance, disaster debris management, emergency management planning, public works operations, solid waste management, Texas local government operations, TDEM guidance, and multi-jurisdictional planning efforts.
The project duration is approximately six months from contract execution. The project is funded through the North Central Texas Council of Governments (NCTCOG) Regional Solid Waste Local Implementation Grant Program.
Evaluation criteria are weighted: Firm Qualifications (25 points), Relevant Experience (25 points), Project Approach (20 points), Project Team (15 points), Schedule (5 points), and Cost (10 points). Proposals must not exceed 30 pages and must include firm qualifications, relevant project experience, project understanding, proposed approach, project schedule, team information, minimum three references, a cost proposal, and required forms. Questions are due September 11, 2026. Evaluation occurs September 21–25, interviews are scheduled for September 28–30, and the Notice of Award is anticipated October 2, 2026. Direct questions and proposals to Greg Pervis, Purchasing Agent, at greg.pervis@farmersbranchtx.gov.
