About this opportunity

The North Carolina Department of Agriculture and Consumer Services on behalf of the NC State Fair is requesting bids for refuse-hauling services at the James B. Hunt, Jr. Horse Complex under an Agency Specific Term Contract, with bids due September 10, 2026, at 2:00 PM ET.

The vendor must provide 40-cubic-yard containers, haul horse-stall waste (bedding, straw, sawdust, and manure) generated year-round by equestrian events, and deliver it to a permitted composting facility for processing into composting material and topsoil. The vendor delivers two initial containers at contract commencement, then additional containers each Monday as needed based on scheduled show sizes. The Contract Administrator requests pickup of filled containers and delivery of empties by contacting the vendor; the vendor coordinates all logistics with the disposal facility, including extended-hour accommodations during large events.

Pricing is submitted on a per-cubic-yard basis inclusive of container provision, hauling, transportation, and tipping/disposal fees. The State pays only for actual quantities emptied, with an estimated 16,000 cubic yards annually provided for reference only and no guaranteed minimum.

The initial contract term is one year from the effective date, with the State holding options to renew for up to two additional one-year terms upon written notice 60 days before each term's end. Performance is at the Hunt Horse Complex (4601 Trinity Road, Raleigh, North Carolina, within Wake County).

Vendors must maintain valid Wake County Solid Waste Hauler Permits or equivalent permits, provide proof of NCDEQ permit for the receiving facility, maintain valid DOT permits, register with the North Carolina Electronic Vendor Portal prior to contract award, and submit at least three customer references for similar services and a Certification of Financial Condition. A non-mandatory site visit is scheduled August 25, 2026, at 10:00 AM ET. Written questions are due August 28, 2026, at 12:00 PM ET, with responses by September 1, 2026. Bids will be opened publicly via Microsoft Teams.
