About this opportunity

The Texas Parks and Wildlife Department is requesting bids for refuse and trash collection, removal, and disposal services at Eisenhower State Park in Denison, Texas, under IFB with a deadline of August 25, 2026 at 2:00 p.m. Central Standard Time.

The scope covers weekly trash pickup from twenty-three 3-cubic-yard containers during off-peak months (September through February and April through June) and twice-weekly pickups during peak months (March, July, and August), plus an as-needed 20-cubic-yard roll-off container. Additional line items address haul fees, overage charges, extra pickup trips, and container adjustments. Pricing must be quoted on a per-unit basis, with unit prices including all administrative fees, fuel surcharges, delivery, pickup, and disposal costs. Contractors must dispose of waste at government-approved landfills and maintain containers in sanitary condition.

Minimum qualifications include three years of experience in trash collection services and required insurance coverage comprising workers' compensation and commercial general liability with minimum limits of $500,000 per occurrence. Contractors are responsible for all permits, licenses, labor, equipment, and materials necessary to perform services.

The contract term runs September 1, 2026, through August 31, 2028, with an option to renew for three additional one-year periods at mutual agreement. Award will be made on a best-value basis considering price, qualifications, experience, delivery schedule, past performance, and service quality. Payment will be made within 30 days of receipt of properly prepared invoices. TPWD reserves the right to increase or decrease container quantities and pickup frequencies based on actual park usage and budget constraints.

A site visit is available; interested parties should contact Assistant Park Manager Kailee Surratt at (903) 572-5531. Bids are submitted to Purchasing.bidbox@tpwd.texas.gov or by mail to the TPWD purchasing office in Austin. Bidders must submit Exhibit A (Company Profile) and Exhibit B (Past Projects with References).
