About this opportunity

Texas Parks and Wildlife Department is requesting bids for refuse and trash collection, removal, and disposal services at Dinosaur Valley State Park in Glen Rose, Texas under IFB 802-27-79800, with bids due August 18, 2026 at 2:00 p.m. Central Time.

The scope includes weekly trash collection year-round from nineteen 4-cubic-yard containers with pickups between Monday and Friday during park operating hours of 8:00 a.m. to 5:00 p.m. Central Time. Contractors must deliver, pick up, and dispose of containers and provide unit pricing for base monthly service plus optional line items for additional pickups, container size adjustments, and roll-off container services. All containers must be leak-proof, insect and rodent resistant, undamaged, and clearly distinguished by color, subject to TPWD approval.

Bidders must demonstrate a minimum of three years' documented experience in refuse collection services with verifiable references, submit completed IFB forms with Exhibit A (Company Profile) and Exhibit B (Past Projects with References), and carry Workers' Compensation, Commercial General Liability with minimum $500,000 per occurrence, and Automobile Liability with $500,000 combined single limits, naming the State of Texas as additional insured.

The contract term is two years commencing September 1, 2026 through August 31, 2028, with three optional one-year renewal periods based on mutual agreement, vendor performance, and fund availability. Price adjustments at renewal are permitted with TPWD approval and for documented landfill disposal fee increases, limited to one adjustment per 12-month period. Award will be made on a best value basis considering lowest price, qualifications, experience, delivery schedule, past performance, and service reliability. Contractor failure to meet service requirements, including callback response within 30 days for the same issue, may result in negative performance reports or contract termination. TPWD reserves the right to adjust container quantities and pickup frequency based on actual park visitation and usage patterns. Pre-bid site inspection is highly encouraged; contact Jeff Davis at 254-897-4588 to arrange.
